The Patterngard, or p-Guard as Jumpers often call them, is a self-operating system of law enforcement, specifically designed and operated with regards to fourth-dimensional travel. Their only jurisdictional limitations are that they only have authority in matters of fourth-dimensional travel, and do not participate in normal law enforcement.
Originally founded as a subdivision of federal law enforcement in multiple nations, the growing need for this kind of enforcement--as well as funding, research, and development for such enforcement--led national ambassadors to talks of forming a system of international exchange, to support each other in the quest to supress unethical Jumping. After five cycles of development and exchange, and the ceaseless growth of unlawful Jump activity, the Paradigm Stability Exchange (PSE) project was taken to the next level. The first ever international law enforcement agency, the Global Spacetime Paradigm Administration (GSPA), was founded, and with it the first truly international legal system.
Another two cycles later, and GSPA had collected enough funding and research, and developed enough restricted technology, to reincarnate itself as the current organization, Patterngard. It is no longer simply an international organization, but a self-sustaining group existing outside the bounds of any nation. They still hold to the same general code of conduct, with an occasional alteration to the legal system to keep up with consistantly progressive foresight into the troublesome issues of fourth-dimensional travel.
The Patterngard, over time, grows ever more inscrutable, and recruitment--once visibly public and on par with any enforcement agency, merely with higher standards--has become something of an enigma to the general public, and most people are too confused to worry about it. Patternguards thus hold an air of mystery themselves, and are considered the most elite of any enforcers, including most military agencies.
